The Role & The Team
The Capital Investment Portfolio Management (CPM) Governance & Improvement Analyst will, with the support of the CPM Governance and Improvement Lead, establish and oversee a new secretariat and governance function to support transparency, accountability, and the smooth functioning of Capital Investment Portfolio Management within Airservices. The role will help establish the new business function, including templates, processes, methods and change management.
In addition to secretariat and administrative duties to support efficient coordination of the CPM across the business function, this role will create and document processes and play a critical role in engaging with stakeholders out into business areas to inform and educate on aspects of CPM governance. They will be responsible for the coordination of Capital Investment Committee (CIC) meetings, preparation of high-quality documentation, record-keeping, communication with stakeholders, and compliance with relevant policies and procedures.
Finally, this role will be required to apply project management and problem solving skills with strong stakeholder management to actively identify and pursue opportunities for improving capital investment portfolio management standards and processes while embedding continuous improvement practices across the Branch and broader capital investment ecosystem.
Key Responsibilities:
- Lead the secretariat function (including coordination, tracking and reporting of Portfolio level decision-making) for the Capital Investment Committee (CIC) (and other relevant committees), ensuring clarity in roles, responsibilities, and reporting to and from this forum.
- Design governance processes and practices, working closely with contributing stakeholders to co-design and implement the new business function, with a view to integrating with existing processes.
- Develop and maintain tools, templates, and guidelines to support high-quality delivery and continuous improvement of the capital investment pipeline.
- Build strong relationships with internal and external stakeholders including project managers, finance, procurement, and regulatory bodies.
- Develop presentations and content to showcase aspects of CPM governance to stakeholders, as part of building awareness and understanding across the organisation.
- Monitor adherence to the Committee’s terms of reference, policies, and procedures.
- Support the Chair in maintaining effective governance and accountability, including tracking and following up on action items arising from meetings.
- Promote a culture of accountability, transparency, and continuous improvement.
- Assist in preparing briefings for Leadership, providing updates on progress, risks, and opportunities across the CPM ecosystem.
- Run retrospective sessions with stakeholder groups to identify and document lessons learned and opportunities for improvement.
- Establish and lead process and practice improvement projects, involving stakeholders from within and outside the CPM business function, and report on delivery and outcomes.

The Person
- Demonstrated experience in governance, continuous improvement, or portfolio/program management within a capital investment, infrastructure, or government context.
- Proven track record in leading governance processes and frameworks across complex portfolios.
- Experience with project and program performance management tools, reporting, and assurance activities.
- Experience overseeing the secretariat function for a senior executive decision-making body.
- Certification/s in portfolio, program, or project management methodologies desirable.
