Summary
We are seeking experienced Program Managers to lead Airservices’ contribution to two significant airport development programs:
Melbourne Third Runway
Lead the integrated planning, governance and delivery oversight of Airservices’ contribution to the Melbourne Third Runway Program. You will bring together complex workstreams spanning aerodrome operations, air traffic management, technology, infrastructure, aviation rescue and firefighting, operational readiness, training and business change.
Perth New Runway
Lead the integrated planning, governance, delivery and operational readiness of Airservices’ contribution to the Perth New Runway Program. You will coordinate a complex cross-portfolio program and manage critical interfaces across Airservices, Perth Airport and other delivery partners to support the safe commencement of operations on Perth Airport’s new parallel runway.
Both positions provide a single point of program accountability, bringing together multidisciplinary teams and independently governed projects and workstreams to achieve complex, safety-critical outcomes.

The Role & The Team
As Program Manager, you will provide leadership across a highly complex and interconnected program environment. Working with senior internal and external stakeholders, you will establish clarity across scope, schedule, investment, dependencies, risks, governance and operational readiness.
You will:
- Lead integrated program planning, governance and delivery across multiple projects and workstreams.
- Establish and maintain integrated program baselines covering scope, schedule, cost, resources, dependencies, risk and assurance.
- Coordinate multidisciplinary workstreams spanning airspace, infrastructure, ATM systems, communications, navigation and surveillance, aviation rescue and firefighting, technology, workforce and operational readiness.
- Lead through a complex matrix environment, establishing clear accountabilities and influencing delivery outcomes across teams that may sit outside your direct reporting line.
- Build trusted relationships with airport partners, regulators, operational leaders, delivery portfolios and other key stakeholders.
- Lead and support business cases, investment submissions, commercial arrangements and executive decision-making.
- Integrate safety, regulatory assurance, human factors and operational-readiness requirements throughout the program lifecycle.
- Provide clear, concise and decision-ready reporting and advice to senior and executive governance forums.

The Person
You are an accomplished Program Manager who is comfortable operating at both a strategic and delivery level within a complex environment.
You know how to bring multiple projects, disciplines and stakeholders together around a common outcome, create structure where there is complexity and maintain momentum across competing priorities and dependencies.
You will bring:
- Demonstrated experience leading a major aviation, airport, infrastructure or operational transformation program involving multiple independently governed workstreams.
- Proven experience leading through matrixed or virtual program structures and influencing delivery outcomes without relying solely on direct authority.
- Strong program management capability across integrated scheduling, program controls, dependencies, risk and interface management.
- Experience developing and governing major business cases, investment submissions, commercial arrangements and executive decision papers.
- An understanding of operational readiness, safety assurance, human factors and regulatory approval requirements within a safety-critical environment.
- Experience managing external delivery partners and complex organisational interfaces.
- Strong communication and stakeholder-management skills, with the ability to communicate complex program, investment, schedule and safety matters to senior audiences.
- Aviation, airport, air traffic management or aerodrome program experience will be highly regarded.
- MSP, PgMP, AIPM CPPD or equivalent program-management accreditation is desirable.
